There can different reason of  Low System Performance. If the Cloud Team makes sure the all server issues have been eliminated and there are no server incidents detected the local issue with database or hardware should be investigated. 
The most common reasons why 1C (FirstBIT) may work slowly are the following:

1. Internet connection

You can you special website to diagnose the internet connection quality, for example, https://www.speedtest.net For high performance of the system , both Upload and Download Side should have sufficient Mbps, the higher internet speed is, the higher performance of FirstBIT is expected. 

2. Antivirus

Antivirus is often the reason why 1C works slowly. In any antivirus, you can configure exceptions - make it so that it does not check the 1C application.
You can also exclude files and folders from antivirus scanning.

3. PC Characteristics

The computer processor must have a sufficient number of cores and a high clock speed. The processor should be considered with no less than 2 cores, with a frequency of at least 3000 MHz. 
RAM allows "1C" to work faster, so the more RAM, the higher the performance of "1C" will be. It makes sense to increase the amount of RAM if the computer has very little, for example, 2 GB. Increasing the volume, for example, to 8 GB, will make difference. However, if the computer has, for example, 16 GB, increasing it to 32 GB will not have a significant effect on speeding up performance.
The enough space on hard drive is also important for the high performance of FirstBIT and other applications. Please make sure that minimum 30% of the disk memory is available.

4. Background jobs in 1C

1C has scheduled jobs. These operations are launched in the program in the background on a schedule, and the user may not even know about them. 
Sometimes these scheduled jobs can be performed at an inappropriate time. For example, the accountant needs to download statements, and at that moment a background operation is launched, increasing the load. The program starts working slowly.
But all of this can be configured: turn off some operations, and change the schedule for the rest, for example, so that they are launched only in the evening, when working day is over.
In order to access scheduled jobs go to Administration>Service Tools:


You can set a different period for some of the scheduled jobs using Set Schedule option. Some of the scheduled jobs like Web Site Synchronisation can be crucial for company's business processes so the settings should be changed carefully with cooperation of Support Team. 

5. Useless data and cache

The user can delete documents in the program, but they do not disappear physically. They are marked as unused and continue to be stored in the database and they grow to enormous sizes.

Also, it's important to clear cache regularly to speed up the system operation. Use the manual on how to clear cache (Windows): Clear Cache 

6. Peripherals (Printer, Barcode Scanner and other kinds of equipment)

They system may attempt to connect to local connected equipment (such as a printer) that may be working slowly or not connected at all. The timeout may be significant, and during this time, the user is forced to wait without understanding the cause of the delay.
Delay can also be caused by malfunctioning equipment that doesn't respond to program requests. In this case, such equipment should be replaced or not used at all.

7. Other applications

 The applications that directly conflict with FirstBIT or take up computer resources may reduce the speed of operations and overall productivity.
While running FirstBIT, do not overload the system with third-party programs such as browsers, various players, and complex audiovisual systems. This is especially relevant for PC with weak characteristics.
